สำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ (OHCHR) เปิดรับสมัครนักปกป้องสิทธิมนุษยชนไทยเพื่อเข้าร่วมการอบรมหลักสูตรนักปกป้องสิทธิมนุษยชนประจำปี 2568 ตั้งแต่วันนี้จนถึงวันที่ 21 กุมภาพันธ์ 2568 โดยมีเป้าหมายเพื่อเสริมสร้างศักยภาพของผู้ที่ทำงานด้านสิทธิมนุษยชนในประเทศไทย 

 

การอบรมหลักสูตรนี้จัดขึ้นครั้งแรกเมื่อปี 2558 ด้วยการสนับสนุนจากคณะผู้แทนสหภาพยุโรปประจำประเทศไทย มีนักปกป้องสิทธิมนุษยชนเข้าร่วมแล้วอย่างน้อย 161 คน ส่วนใหญ่เป็นผู้หญิงนักปกป้องสิทธิมนุษยชน โดยเนื้อหาหลักสูตรครอบคลุมการทำงานด้านสิทธิมนุษยชนในหลายแง่มุม รวมถึงการติดตาม เก็บข้อมูล และตรวจสอบการคุกคามและละเมิดสิทธิมนุษยชน และการมีส่วนร่วมในกลไกสิทธิมนุษยชนระดับประเทศ และระหว่างประเทศ 

 
คุณสมบัติของผู้สมัคร: 

  • เป็นผู้ปฏิบัติงานด้านการปกป้องสิทธิมนุษยชน ทั้งด้านสิทธิพลเมืองและสิทธิทางการเมือง สิทธิทางเศรษฐกิจ สังคม และวัฒนธรรม สิทธิแรงงาน สิทธิเด็ก ผู้ลี้ภัย ผู้แสวงหาที่พักพิง และแรงงานข้ามชาติ รวมทั้งผู้ทำงานด้านสิทธิชุมชน นักเคลื่อนไหวด้านสิทธิที่ดิน นักเคลื่อนไหวด้านสิ่งแวดล้อม สิทธิความหลากหลายทางเพศ สิทธิของชนเผ่าพื้นเมือง และสิทธิด้านอื่นๆ 

     

  • สามารถเข้าร่วมการอบรมทั้ง 2 ช่วง การอบรมช่วงแรกจะมีขึ้นในวันที่ 28 เมษายน – 1 พฤษภาคม 2568  และการอบรมช่วงที่สองจะมีขึ้นในช่วงเดือนกันยายน หรือตุลาคม 2568 โดยสำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติเป็นผู้รับผิดชอบค่าเดินทาง ค่าที่พัก ค่าอาหาร ตลอดการอบรมสำหรับผู้สมัครที่ได้รับคัดเลือก 

 

*เราสนับสนุนให้ผู้หญิงนักปกป้องสิทธิมนุษยชน และนักปกป้องสิทธิมนุษยชนที่ทำงานอยู่ในพื้นที่ต่างจังหวัดสมัครเข้าร่วมโครงการ 

 
วิธีการสมัคร: 

ส่งใบสมัครออนไลน์โดยตอบคำถามให้ครบถ้วนทุกข้อ ซึ่งคำตอบจะถูกนำมาพิจารณาเพื่อคัดเลือกผู้มีสิทธิเข้าร่วมการอบรม 

 
ระยะเวลาการอบรม: 

โครงการอบรมหลักสูตรนักปกป้องสิทธิมนุษยชนนี้ ประกอบด้วยการอบรมอย่างเข้มข้นแบ่งออกเป็น 2 ช่วง ช่วงละ 4 วัน โดยผู้ได้รับคัดเลือกต้องสามารถเข้าร่วมการอบรมได้ทั้งสองครั้ง 
 

การอบรมทั้งสองครั้งนี้จะครอบคลุมเนื้อหาด้านการติดตามและเก็บข้อมูลด้านสิทธิมนุษยชน ทักษะการสัมภาษณ์ ความปลอดภัยและการคุ้มครองนักปกป้องสิทธิมนุษยชน  กลไกสิทธิมนุษยชนของสหประชาชาติและการมีส่วนร่วมกับกลไกเหล่านี้ รวมไปถึงมาตรฐานสิทธิมนุษยชนระหว่างประเทศ โครงสร้างกลไกสิทธิมนุษยชนระดับประเทศและท้องถิ่น การขับเคลื่อนการรณรงค์ด้านสิทธิอย่างมีประสิทธิภาพ และอื่นๆ

The UN Human Rights Office for South-East Asia in Bangkok is now accepting applications from Thai human rights defenders from today until 21 February 2024 to attend the Human Rights Defenders School Programme. 

 

The intensive course aims to strengthen the capacity of human rights professionals in Thailand. The programme, which started in 2015 with the support of the Delegation of the European Union in Thailand, saw at least 161 Thai human rights defenders, mostly women human rights defenders, trained on various aspects of human rights, including monitoring, documentation and investigation of human rights violations and abuses as well as engagement with national and international human rights mechanism.  

 
Qualifications of the applicants: 

 

  • Human rights defenders working on civil and political rights; economic, social and cultural rights; children’s rights; labour rights; refugee and migrant rights; community human rights defenders; land rights activists; environmental human rights defenders; LGBTI rights, indigenous rights or others in Thailand 

  • Being able to attend both sessions scheduled for 28 April – 1 May 2025 and second session in September or October 2025. The UN Human Rights Office will cover travel, accommodation and a subsistence allowance for the successful candidates.

*Women human rights defenders and human rights defenders operating in the field outside Bangkok are encouraged to apply.

Submit an online application by answering all questions. Successful applicants will be selected based on the answers provided. 

 
When: 

The programme will be intensively conducted in two four-day periods. Applicants are required to attend both training sessions. 

This course covers essential insights into monitoring and documenting human rights situation, interviewing skills, safety and protection of human rights defenders, UN human rights mechanisms and how to engage with them, international human rights standards, national and local human rights frameworks, effective advocacy strategies, more.
