This conference room paper is prepared to inform the discussion at the High-Level Conference at the General Assembly on the human rights situation of Rohingya scheduled for 30 September 2025. This paper intends to complement the report of the United Nations High Commissioner for Human Rights to the 60th session of the Human Rights Council and to provide an overview of the security situation in Rakhine and its impact on civilians, and detail specific violations against Rohingya community members, including arbitrary detention, torture, disappearances, forced recruitment and labour, forced displacement, property rights, and restrictions on fundamental freedoms and access to services.
