Regional Briefing on the Universal Periodic Review (UPR) 16 - 17 november 2009, Plaza Athenee Hotel, Bangkok

Welcome to Bangkok, Thailand. This note is intended to facilitate your travel and answer some of your main concerns regarding the above-mentioned briefing. Kindly read it thoroughly and do not hesitate to contact us should you need further clarification.

The hotel includes daily buffet breakfast at The Rain Tree Caf (Ground Floor), welcome fruit, daily English newspaper, and Fitness Center (Forth Floor). Coffee breaks will be served at meeting room foyer (Plaza Athenee II, 2nd Floor). Lunches will be served at The Rain Tree Caf (Ground Floor), on 16 and 17 November.

Any changes in arrival or departure plans should be communicated immediately to the organizers. Cancellation must be notified at least 24 hours in advance.

Registration & Identification Badges

Participants are requested to register and obtain name badges at the Registration Desk, located in front of the VA Drawing Room, 2nd Floor, from 8:00 to 9:00 AM on 16 November. For identification and security reasons, all participants are requested to wear their name badges at all times during the meeting.


The weather in Bangkok is warm and humid. Light tropical clothing would be appropriate. However, the conference room has an air-conditioner, and could get rather cool, so bring at least a light jacket or a sweater.

Transfer to Hotel from Airport

Participants should make their own transportation arrangements from Suvarnabhumi Airport to the hotel. Limousine, metered-taxi and bus services are readily available at the airport. It takes approximately 45 - 60 minutes depending on the traffic. Detailed information about Suvarnabhumi Airport can be found at However, airport-hotel transfer can also be arranged through the Plaza Athenee Hotel at a rate of approximately THB 2,400 net/trip/car for maximum of 3 persons (approx. USD 72).

Regarding the limousines and public metered-taxis services as mentioned above, it is strongly recommended that participants contact only the authorized officials at the counters located in the airport arrival zone. The officials, upon contact, will issue a ticket for the assignment of either a limousine or a public metered-taxi for transporting passengers to the desired destination. Participants may access public taxi counters by exiting gates 3 or 9 of the arrival zone in Survarnabhumi Airport. In addition to toll fees, there is a THB50 surcharge to be added to the meter charge from airport to the city.

Reconfirmation of Returning Flight

Participants are advised to ensure that their return bookings are confirmed soon after their arrival in Bangkok. For this purpose, they should contact the Concierge Counter on the Lobby.

Entry Visa to Thailand

Please obtain entry visas before entry into Thailand, through the Thai Embassy, if you require one.

Daily Subsistence Allowance (only if applicable)

Participant whose travel is sponsored by OHCHR will be provided with a daily subsistence allowance at prevailing United Nations rates in the afternoon of 16 November. In order to facilitate the payment of subsistence allowance, eligible participants are requested to submit copy of their passports, original boarding passes, together with the copy of the air tickets to the organizer in the Secretariat Room (VA Annex Room, 2nd Floor).

Any participants who are unable to stay for the duration of the meeting are requested to inform the organizer as soon as possible after arrival, so that the subsistence allowance can be adjusted accordingly.

OHCHR will regrettably not meet any cost related to the change of your return date including meals and accommodation.

Payment of Hotel Accounts

Special UN rate of Thai Baht 3,000 net per night for single occupancy (approx. USD 90) and Thai Baht 3,400 net per night for double occupancy (approx. USD 103) including buffet breakfast. The Hotel will receive the list of those staying at the hotel. Please settle your bills plus extras if there is any (e.g. telephone calls, laundry and room services) before you leave.
